Rafael Loss is the Coordinator for Pan-European Data Projects of the European Council on Foreign Relations’ Rethink: Europe initiative, which produces the EU Cohesion Monitor and EU Coalition Explorer to explore and visualize European governance and cooperation in novel ways.
Prior to joining ECFR’s Berlin office in March 2020, Loss was a research associate at the Center for Global Security Research at Lawrence Livermore National Laboratory, where he worked on nuclear policy and strategy, new technologies, arms control, and U.S. security and defence policy. His essays and analyses have been published by War on the Rocks, The Bulletin of the Atomic Scientists, and the Center for Strategic and International Studies, among others.
He was a Fulbright fellow at the Fletcher School of Law and Diplomacy at Tufts University, where he earned a master’s degree in International Relations. He also holds a BA in Political Science from the University of Bremen in Germany.
