Shoshana Fine is a visiting fellow with the North Africa and Middle East programme at the European Council on Foreign Relations. She specialises in EU refugee and migration policies with a particular focus on the external dimension of European migration governance.

Fine joined ECFR's Paris office in September 2018, having previously worked for various international and European migration projects, including the National Integration Evaluation Mechanism (2016-2018) and the Mediterranean Transit Migration Dialogue (2014). She also lectures on migration and asylum policy at Sciences Po’s Collège Universitaire. She has recently published a book entitled Mobility and Borders in Turkey with Palgrave New York (2018).

Fine holds a PhD in political science and international relations from Sciences Po Paris and was visiting scholar at Columbia University in 2015. She also holds an MA in European Affairs from Sciences Po and the University of Bath and a BA in Sociology from the University of Sussex.
