EUROPEAN FOREIGN POLICY SCORECARD 2015

France

France is third highest leader this year, down from the top place in 2013, leading eight times instead of 12. French leadership is often of the trailblazer variety – for example on intervention in CAR and against ISIS– rather than investing in creating coalitions. It is a slacker twice.
