Director Wider Europe

ECFR is recruiting a Director of the Wider Europe programme to manage and lead the team of senior policy fellows as well as to provide analysis and policy advice on key issues related to EU foreign policies towards the Wider Europe region. The Director, working closely with the programme coordinator, will also be expected to raise funds for the programme, undertake advocacy, and contribute actively to ECFR’s broader strategic agenda and collaborative projects that cut across regional boundaries.

  • Lead the strategic planning for the programme, formulating its research, advocacy and fundraising priorities, in consultation with policy fellows and senior management;
  • Provide daily management and oversight of the programme’s policy fellows;
  • Raise new funds for the programme and manage relations with existing donors;
  • Write for the ECFR website and other publications;
  • Conduct research, provide analysis, and policy advice on key issues related to the EU's foreign policy towards the Wider Europe region;
  • Propose policy initiatives, manage research processes, and prepare detailed papers on distinctive research findings with concrete and realistic policy recommendations;
  • Build, expand, and maintain outreach with relevant ECFR Council members, policy-makers in national governments, EU institutions and other stakeholders from the EU and the Wider Europe region;
  • Represent ECFR vis-à-vis external stakeholders including EU governments and institutions, donors and other partners in various public and private meetings;
  • Promote ECFR's work in the media including building and maintaining contacts with relevant journalists and writing op-eds for relevant media outlets;
  • Manage personnel and budgetary issues.

Person specification

  • Proven experience of working on the Wider Europe region, as well as a sound understanding of the EU and EU foreign policy;
  • Experience of working directly with policy in a diplomatic service, international institution, or equivalent;
  • Ability to manage a team of experts, including carrying out strategic planning, daily oversight, and quality control as well as being responsible for organisational, personnel and budget aspects;
  • Excellent communication skills, with a high standard of written and spoken English and proven ability to deal with the media and to speak in public;
  • Ability to devise new and counter-intuitive yet realistic policy proposals, and propose new ways of looking at problems and challenges;
  • Ability to devise and implement advocacy strategies which include engagement with officials and the media, including social media;
  • Capability and willingness to raise funds from both public and private donors;
  • Ability to maintain and develop a substantial network of contacts in the EU and the Wider Europe region;
  • Flexibility, ability to multi-task and work towards deadlines, ability to manage stressful situations and operate in an ever-changing and dynamic environment;
  • Ability to work as part of a multi-disciplinary and multi-national team and to develop effective relationships;
  • Willingness to travel frequently.
