Libya’s transition to democracy is mired between the power of the militias and the inability of the central government to impose rule of law and monopoly of force. Occasionally Libya hits the headlines as with the recent kidnapping of its Prime Minister; however, its challenges are not just in the sphere of security. In light of his experience on the ground, Sir Dominic Asquith argues that there is a greater political challenge which needs to be addressed by Libyans and external players alike. With his extensive experience monitoring Libya, Mattia Toaldo will discuss how Europe can engage with Libya’s transition.
Sir Dominic Asquith is currently Senior Advisor to SNR Dentons. He was the British Ambassador to Libya in 2011-2012 and prior to that Ambassador in Egypt (2007-2011) and to Iraq (2006-2007).
Mattia Toaldo is a Policy Fellow in the Middle East and North Africa Programme at ECFR and a Member of the Society for Libyan Studies. He has analysed US and European policies in Libya since 2004.
Anthony Dworkin is a Senior Policy Fellow at ECFR where he specialises in human rights, international justice and international humanitarian law. He is the author of many publications for ECFR including The struggle for pluralism after the North African revolutions.
