The Scorecard is ECFR’s annual flagship publicationwhich provides an evaluation of Europe’s performance in pursuing its interests and promoting its values in the world. At a time when new powers are emerging and the international system is undergoing profound changes, the Scorecard is intended to raise awareness of the existence of a European foreign policy and to encourage debate about the best policies to be pursued in defence of our values and interests.
Last year’s first edition of the Scorecard was described by Foreign Affairs as a “pioneering experiment in foreign policy analysis”. The publication of the second edition will allow for comparison between issues and for the first time also look at European policy in the Middle East and North Africa in what was a momentous year for the region.
John Peet is Europe Editor at The Economist. He was previously Business Affairs Editor. Prior to this he had been Brussels Correspondent, Executive Editor, Surveys Editor, Finance Correspondent, Washington DC Correspondent and Britain Correspondent. Before joining The Economist he was a civil servant, working for the Treasury and the Foreign Office from 1976 to 1986.
Mark Leonard is co-founder and Director of ECFR. Previously he worked as Director of Foreign Policy at the Centre for European Reformand he founded and headed the Foreign Policy Centre. Mark was also a Transatlantic fellow at the German Marshall Fund of the United States. He is a prolific writer and commentator whose work has appeared in publications including Newsweek, The Guardian, the International Herald Tribune and the Economist.
Justin Vaïsse is a Senior Fellow in Foreign Policy at the Brookings Institution and serves as the Director of research for its Center on the United States and Europe. From 2003 to 2007, he was a special adviser on the United States and transatlantic relations at the Centre d'Analyse et de Prévision of the French Foreign Ministry. During that period, he was also an adjunct professor at Sciences-Po in Paris. He is currently an adjunct professor at the Johns Hopkins School of Advanced International Studies (SAIS) in Washington.
