Twenty years after the international arrest warrant for former Bosnian Serb president Radovan Karadzic was issued, the International War Crimes Tribunal for Yugoslavia will finally hand down its verdict on him this month. At a recent ECFR Black Coffee Morning event, Julian Borger, world affairs editor for The Guardian, and Philippe Sands QC,  professor of law at UCL, discussed the ICTY and its efficacy.
